You Have a Small Dog.
Tiny pups need special care! Any owner of teacups, toys and miniatures knows that they need sweaters and coats in the winter to keep their little bodies warm (that those sweaters and coats tend to be super cute is just an fabulous side benefit.) Much like they need those sweaters, tiny dogs also need special protection in the water to keep them warm and prevent hypothermia.
Also, small dogs, like small children, might be good swimmers but that doesn't mean that they shouldn't wear safety gear. Wearing a dog life jacket will make it easier for your tiny pup to stay afloat (an they need that flotation help because their bodies just aren't that strong). If your dog is small, then a dog life jacket will serve the dual purpose of keeping your dog warm and afloat in the water.
